Chief of Section, DDR/RR


This position is located in Kinshasa and is the Chief of the DDR/RR section of the United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO). The Chief of Section DDR/RR reports to the DSRSG Operations and Rule of Law.


Within delegated authority, the Chief of Section DDR/RR will be responsible for the following duties:

•Provides strategic and operational leadership as well as overall management of the DDR/RR Unit; oversees and coordinates programmed activities, ensuring appropriate coordination and
integration with the Mission’s general mandate and with all its components (e.g. political affairs,stabilisation, public information, police and military components, mission support etc.) and relevant UNCT programmes.
•Serves as an adviser to the Mission leadership, providing expert policy advice on issues related to DDR/RR, and Community Violence Reduction (CVR), and how it interfaces with other areas of the Mission’s mandate implementation, particularly protection of civilians.
•Provides strategic vision and guidance to the DDR/RR Unit and its staff.
•Undertakes strategic planning and management of the implementation of the DDR/RR and CVR programmes.
•Provides expert advice and assistance externally to the government and other entities on DDR/RR policy and operations, and recommends appropriate actions.
•Represents the unit at international, regional or national meetings; provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and
organizational discussions with representatives of other institutions.
•Leads and supervises the organization of meetings, seminars, etc. on substantive issues; manages the substantive preparation and organization of such meetings or seminars.
•Ensures effective coordination of activities among international and national partners on DDR/RR activities.
•Advises the national disarmament, demobilization and reintegration programme implementation unit (PNDDRIII) and/or other national entities on matters of policy and provides periodic updates on the disarmament, demobilization and reintegration and CVR process.
•Provides up-to-date information and effective communications on the status of the DDR/RR process and programme to the international community.
•Develops frameworks and policies to ensure the integration of civil society in the development and implementation of DDR/RR and CVR programmes/projects.
•Manages and implements a programme with a large annual budget, forecasts and tracks financial expenditures in close coordination with mission support personnel; ensures that assessed budgets from the General Assembly are planned and utilized in line with General Assembly policy on DDR.
•Oversees the unit’s outputs to ensure that products meet UN high-quality standards, that reports are clear, objective and based on comprehensive data and that they comply with the relevant mandates.
•Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the unit, including preparation of work plans, budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
•Recruits staff, taking due account of geographical balance.
•Manages, guides, develops, and trains staff under his/her supervision.
•Fosters teamwork and communication among staff in the unit and across organizational boundaries.
•Undertakes other duties as required.


• Professionalism: Demonstrated understanding of the strategic direction of MONUSCO’s mandate and operations. In-depth knowledge of the political, social and economic environment and their impact on the implementation of MONUSCO’s mandate. Ability to advise senior management and other senior officials on approaches and techniques to address highly complex/sensitive issues related to DDR/RR and CVR and the ability to provide leadership in the planning, development, and management of DDR/RR operations. Extensive understanding of bilateral and multilateral negotiations. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery). Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of DDR. Advanced university degree (Master’s degree or equivalent) in political science, social sciences, international law, management, international economics, international relations, development or a related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.


A minimum of ten years of progressively responsible experience in international affairs preferably including experience on disarmament, demobilization, reintegration, small arms control programmes, post-conflict crisis, economic recovery, community violence reduction or a related area is required. Experience with management in multicultural settings, including administrative and operational management of interdisciplinary teams is required. Significant experience in leading the design and implementation of DDR/RR strategies and programmes/projects involving multiple national and international partners is required. Previous experience in conflict or post-conflict field operations mounted by the UN common system (inclusive of peacekeeping, political missions, and UN Agencies, Funds, and Programmes), non-governmental or regional organizations is required. Field experience in Africa is desirable.


English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required. Working knowledge of French is required; fluency is desirable.
