Associate Governance and Public Administration Officer [Temporary]

This position is located in the Public Service Innovation Branch (PSIB), Division for Public Institutions and Digital Government (DPIDG) in the Department for Economic and Social Affairs (DESA). DPIDG focuses on supporting countries in improving effective, accountable, inclusive and transparent institutions in public administration at all levels for internationally agreed development goals including the Sustainable Development Goals (SDGs). The incumbent will report to the Chief of the Branch.

Under the direct supervision of the Chief of PSIB, DPIDG, the Associate Governance and Public Administration Officer will be responsible for the following activities:

– Collect, evaluate, interpret and analyse specified data and qualitative information obtained from a variety of sources and pertaining to particular governance and public administration sectors and countries with an emphasis on public sector institutional development, human resources management, public service legal frameworks such as charters, codes of conduct, ethics and integrity, decentralization and local governance issues. – Assist in organizing analysis and documentation of innovations in public administration including those related to the United Nations Public Service Awards (UNPSA).
– Maintain databases for database management and organize non-quantitative information on public administration and organize non-quantitative information on public administration and development management trends and issues, strategies and policies.
– Prepare briefing notes, inputs to speeches and similar material on public administration and economic issues in a form that is meaningful to non-specialist.
– Prepare first draft of sectoral, country or regional components of analytical studies on public administration and development management issues and policies.
– Assist in the conception, planning, management of expert group meetings, capacity building workshops, seminars, conferences, and similar consultations that contribute to the implementation of the work of the division and its outputs.
– Assist in substantive research, studies, and preparation or review of reports and publications.
-Prepare inputs for reports to intergovernmental bodies such as the ECOSOC and the UN Committee of Experts on Public Administration.
– Follow intergovernmental meetings and prepare summary reports.
– Assists in the organization of panels, round tables, workshops on public administration and development issues.
– Undertake research and studies in support of programme and project formulation.
– Compile and analyse data and other information necessary for the preparation of technical cooperation project proposals.
– Prepare documentation for technical cooperation programmes and projects.
– Contribute to monitor, backstop and assess the implementation of technical cooperation projects.
– Perform other related duties as required, including a variety of administrative tasks necessary for the final delivery of the divisional outputs.

A first-level university degree in public administration, governance, political science, social science, business administration, law, public finance or related field is required.

A minimum of two years of progressively responsible experience in governance, public administration, development management or related area is required. No experience is required for candidates who have passed the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of other UN official languages is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Duration of need: Starting as soon as possible until 31 December 2018, with a possibility of extension.

• This position is temporarily available until 31 December 2018, with a possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
